Client Datasets in Delphi 10.1 Starter Edition

I have recently installed Delphi 10.1 Starter, having used Delphi many years ago. The IDE allows me to create Client datasets but on execution, I get an error EArguementoutofrangeexception on execution, can't find error in debug. I am not sure if the starter edition allows Clientdatasets, used to have to include Midaslib on uses but that causes a compile error, not found. Please can somebody confirm if starter edition allows Client Datasets and do I still need Midaslib ? (if so, where is it ?). Many thanks
